
Construction
& General Laborers’ Local Union #980 was chartered
in Roanoke, VA in 1946. In 1949, Robert E. Myers was wooed away
from the Painters’ Local Union to serve the Laborers as
Business Manager. Myers did this until 1958 when he was hired
as an International Representative overseeing locals in Washington,
D.C., West Virginia, Virginia and North Carolina. He returned
to Local 980 in 1968 as Business Manager until his retirement
in 1982 when his son, Bobby, took the helm.
During the elder Myers’s years as Business Manager and
International Representative, he was ably supported by a dedicated
staff which included Harry Layman and Lucille Rogers. Layman
was the Local’s Business Manager from 1958 to 1968 while
Myers worked full time for LIUNA. Lucille Rogers was the office
secretary from the Local’s inception until her retirement
in 1983.
The Local Union’s tradition of working cooperatively
with its signatory contractors began in the Myers-Layman years.
Members were encouraged by these leaders to “be sure
to give that employer a fair day’s work for a fair day’s
pay because if they’re in business, we’re in business.”
That practice was continued by the younger Myers who was Business
Manager from 1982 to 2001 when he, like his father before
him, took a full time position with LIUNA as an International
Representative for Virginia and North Carolina.
Local 980 serves the western halves of Virginia and North
Carolina. We are affiliated with both the North Carolina State
AFL-CIO and the Virginia AFL-CIO as well as the state Building
Trades Councils in both states.
The Training Fund for 980, in association with the VA/NC Laborers’
District Council Training Fund, is here to serve the needs
of contractors and members alike. In addition to scheduled
courses, the Fund can quickly mobilize to meet employer demands.
In 2005, 980 anticipates offering apprenticeship training
for Construction Craft Laborers.
